Is the copy/cloning process fault tolerant i.e. if one sector is bad in the source drive, will the whole copying/cloning procedure be aborted or will it just warn of read error and skip the bad sector and continue keeping the rest of the process in sync? Windows can often self repair certain files and structures that get corrupted but may fail spectacularly if a sector is unreadable so just fault tolerant cloning a failing disk to a new disk can recover an operational system with all licenses intact.
