You should never have to pay for this as it should be part of your PDF creation software if it’s complete… the only part that might be difficult to find would be PDF digital signing with a formal digital certificate but really how many of us has a purchased externally validated digital signing certificate to use in any meaningful manner… we could generate a self signed certificate but that is of no value to anyone else viewing the document unless they take the risk of installing your self signed certificate into their certificate store to validate the signature!
